Manager, Employee Relations (ER) is a key member of the Management and Administration Group (MAG) core for the BC Cancer Genome Sciences Centre (GSC), providing leadership and guidance in the establishment and operation of employee resources, services, and systems for the GSC. Leads in the provision of employee services, working collaboratively with BC Cancer/PHSA Human Resources to support organizational initiatives and projects, aligning those with the policies, standards, and objectives of PHSA and the GSC.

The Manager, ER leads and oversees the ER management of various projects, teams and programs, supporting all staff and personnel, and works in consultation with the Director, BC Cancer Research Office of Research Administration, PHSA HR, and appropriate partner institutions, such as UBC and SFU. In addition, this role is responsible for establishing, monitoring and reporting on ER initiatives with the GSC, such as performance management, hiring and termination processes, onboarding processes, organizational structure, timekeeping, team dynamics and leader/manager professional development. 

The Manager ER builds the strength of the administrative core; develops ER processes and standards for the Centre; develops, promotes and maintains effective relationships; and ensures consistency and standardization of policy, practices and service delivery within the GSC in conjunction with PHSA.

Collaborates with other Managers and Directors within the administrative core to ensure an integrated and seamless service delivery model. Must demonstrate exceptional ability to support the expertise and commitment of the Centre to the highest professional standards.

JOB RESPONSIBILITIES: 

  • Manages the day-to-day operations of the ER functions for the Centre, assesses and monitors staffing requirements and recommendations. 

  • Supervises GSC ER Coordinator(s) and other staff as appropriate

  • Coordinates priorities with the Director and assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with GSC needs. 

  • Responds to changing GSC and program needs by methods such as conducting continuous assessments of the activities, facilitating feedback within and across programs and responding to changing demands. Participates as a member of the administrative core, providing key leadership, expert advice and counsel throughout the GSC on a wide variety of human resource matters. 

  • Recruits, hires, and supervises staff orientations by working with GSC leaders and teams to identify vacancies, interview applicants, and contribute to hiring decisions in collaboration with the appropriate manager and/or Director; investigate work and staff issues; and clarify roles, in collaboration with appropriate internal stakeholders, peers, and the HR teams at collaborating institutions (ex. UBC) as appropriate

  • Provides leadership to staff through collaborative coaching, guiding and modelling key behaviours and strategies, encouraging dialogue and providing guidance and advice to facilitate resolutions to work issues. 

  • Coordinates and monitors requests for vacation, leaves of absences and sick time, and establishes processes for these with the leadership team. 

  • Fosters team spirit, trust and mutual respect.

  • Manages employee recognition programs as appropriate.

  • Provides guidance, technical advice and supports effective human resource practices and processes in a variety of areas. Ensures consistency and standardization of policy, practice and contract interpretation, adherence to industry best practices, and compliance with collective agreements, arbitration decisions and legislation changes to minimize and mitigate organizational risk. 

    JOB QUALIFICATIONS: 

  • A level of education, training and experience equivalent to a Bachelor’s Degree in Human Resources or a related discipline supplemented by seven (7) to ten (10) years of progressively more senior experience in an academic health sciences environment

  • Solid understanding of research and grant based programs and administration

  • Aptitude for detailed work

  • Preference will be given to candidates with or pursuing a Chartered Professionals in Human Resources designation.

  • Solid understanding of human resource practices, related legislation and applicable collective agreements. Demonstrated ability to supervise and lead staff. 

  • Ability to establish courses of action for self and others that are results oriented. 

  • Excellent communication skills including the ability to facilitate, negotiate, and persuade others. 

  • Ability to respond to the needs of stakeholders supported by an acute awareness of the impact of actions. 

  • Ability to create and execute strategic human resource plans. 

  • Excellent organizational skills including the ability to prioritize workload to meet deadlines. 

  • Ability to deal effectively with all levels of staff. 

  • Ability to use related equipment including institutional information systems, word processing, spreadsheet, database and internet tools. 

  • Sensitivity to working with marginalized populations, such as people with substance use disorders.

  • Physical ability to perform the duties of the position.
